MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF NOVEMBER 14, 2005
The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Michèle Miller (Chair), Michael Storch, and Jonathan Sylbert all present.
In attendance for the meeting: Laurily Epstein of the Monterey News
· The Board met with Town Secretary Melissa Noe to review Town Office items, as follows:
o T1 line: Installation on Nov. 17
o Town Secretary computer: Purchase recommendations
o Town Hall oil deliveries: Lipton/Agar
o Agricultural Commission: Registration with state
· The Board met with Chief Gareth Backhaus to review Police Department items.
· The Board met with Sanitary Inspector Peter Kolodziej to discuss beaver control and the responsibility of property owners to maintain water channels free from beaver problems. The first step is for the Highway Department to compile a list of the problem areas and identify the land or pond owners. An independent expert should be hired to recommend a course of action. In another matter, there was discussion regarding the appointment of an Animal Control Officer and the procedure for dealing with rabid animals.
· Planning Board chair Maggie Leonard met with the Board to discuss the Planning Board Public Hearing on bylaw revisions, scheduled for Thursday, November 17, at 7 p.m. There was discussion of the role of the Building Commissioner in this process.
· Emergency Management Director Ray Tryon met with the Board to discuss emergency preparedness plans. There was discussion of the question of liability in pumping out basements in private homes during flooding.
· Stanley Ross, chair of the Board of Assessors, advised that application has been made to the state for the issuance of an estimated tax bill, since the Board must re-measure many properties.
· Select Board Chair Michèle Miller contacted Janet Cathcart by phone to discuss the Conservation Commission meeting, scheduled for Monday, November 14, at 6 p.m. to interview a consultant to monitor and manage weed problems in Lake Garfield through the annual lake drawdown regarding the Notice of Intent for the drawdown of Lake Garfield.
· Town Accountant Barbara Gauthier met with the Board to discuss appointments to the Audit Committee
· The Board met with Building Commissioner Don Torrico to review building items.
· The Board noted for the record that the following property owners have received Interim Approval from the Department of Environmental Protection (DEP) under the Chapter 91 Waterways Amnesty Authorization to maintain a dock on Lake Garfield or Lake Buel:
